Germany’s enemies maintain today that Adolf Hitler is the greatest disturber of peace known to history, that he threatens every nation with sudden attack and oppression, that he has created a terrible war machine in order to cause trouble and devastation all around him. At the same time they intentionally conceal an all-important fact: they themselves drove the Leader of the German people finally to draw the sword. They themselves compelled him to seek to obtain at last by the use of force that which he had been striving to gain by persuasion from the beginning: the security of his country. They did this not only by declaring war on him on September 3, 1939, but also by blocking step for step for seven years the path to any peaceful discussion.

What is Fascism?

Fascism is a political attitude and mass movement that tended to dominate political life in central, southern, and eastern-central Europe between 1919 and 1975. Common to all fascist movements is an emphasis on the nation (race, corporation or state) as the centre and regulator of all history and life, and on the indisputable authority of the leader behind whom the people are expected to form an unbreakable unity. The word fascism itself was first used in 1919 by Benito Mussolini in Italy; in the following years the influence of fascism made itself felt in countries as far away as Japan, Argentina, Brazil, Israel and the Union of South Africa, its specific aspects varying according to the country’s political traditions, its social structure, and the personality of the leader. The Italian word fascio (derived from the Latin fasces, a bundle of rods with an axe in it) symbolized both aspects: the power of many united and obeying one will and the authority of the state, which was the supreme source of law and order and all national life.

Schmitt’s critics, from scandalized fellow Catholics to self-proclaimed liberal-democrats, have maintained that his distinction between liberalism and democracy was purely contrived. Indeed it was intended to achieve a baneful political effect: discredit the battered remnants of Weimar German parliamentary government and prepare the ground for a fascist dictatorship bottomed on a mythic popular will and without constitutional restraints. This argument is stated most exhaustively by Jrgen Fialowski in Die Wendung zum Fhrerstaat in 1958, but it also continues to spill over into invectives against Schmitt encountered in The New Republic and elsewhere.
